| Durham Tech is pleased to work cooperatively with Durham Public Schools, Orange County Schools, and Chapel Hill--Carrboro City Schools to foster the utilization of available resources and to provide more comprehensive educational opportunities. According to the Operating Procedures from the North Carolina Community College System office, cooperative programming is intended to enhance educational choices for high school students and should not be considered as a mechanism for shifting responsibility for courses or programs within the accepted mission of one educational agency to the other. Cooperative program agreements between community colleges and high schools must be developed in accordance with this premise, and the resulting plans for offering courses should reflect this philosophy. Two types of cooperative programming that are used by Durham Tech and the public school systems in its service area are Huskins Bill classes and concurrent (dual) enrollment. These programs are designed with the following objectives:
Huskins Bill classes are developed by special arrangement between the school system and Durham Tech in which a college course is taught to a class of high school students. Dual enrollment exists when a high school student is taking a course populated mostly by college students. A special authorization form available in the Durham Tech Registration Office must be filed with the Registration Office at the time of registration for all concurrent (dual) enrolled students. This form requires the high school principal's signature. A form must accompany the dual enrolled student's registration each semester, and each course requires a separate form. Huskins Bill students do not need to fill out this form. All high school students who participate in concurrent enrollment must be at least 16 years old. There are no exceptions. All high school students who wish to register for dual enrollment in classes may register only on the last day of general registration at the college. This procedure ensures that enrolled high school students do not displace adult college students. If students from the home school environment wish to participate in concurrent enrollment at Durham Tech, they must follow the eligibility requirements for concurrent enrollment of public school students. In addition, the student and the principal of the home school must submit the form(s) required of all concurrent (dual) enrolled students. There are no exceptions to this procedure. Concurrent (dual) enrolled students may take credit college courses for which they meet the prerequisites (ASSET test may be required). No high school students may participate in Developmental Studies courses or other courses below the 100 level. High school students who receive permission to take college classes while still in high school are not charged tuition fees but are responsible for all other student fees. Durham Tech is not responsible for book costs or other supplies for classes. Please refer to the "Checklist for Success" for Dual Enrolled students for information on student responsibilities.
