Job Title:

Dispatcher/Desk Officer

Reports to:

Director of Campus Police and Public Safety

Duties and Responsibilities:

Receive requests for emergency and non-emergency services (requests may be in person, via telephone, via radio or via computer). Obtain sufficient information to determine the appropriate response, and if emergency or administrative action needs to be taken. Dispatch and direct police, security or emergency personnel, consider call priority, availability and the number and types of personnel needed. More specifically, the duties and responsibilities are as follows:

  1. Receives and transmits emergency and non-emergency calls.
  2. Issue parking permits and college identification cards.
  3. Monitor and assist in coordinating departmental activities and schedules.
  4. Operate, maintain, and validate data in local, state, national, and international computerized criminal justice data bases (NC DCI, NCIC, NIBRS).
  5. Solicit informational responses, coordinate and communicate responses and monitor on-going activities to upgrade information received by police or security units as well as to enhance officer safety.
  6. Organize, catalog, maintain, and tabulate Departmental files and records.
  7. Perform collateral duties and special assignments at the direction or request of department supervisor(s).
  8. Operate and provide first line maintenance and perform preliminary diagnostics on all telecommunications and office equipment located in the dispatch area.
  9. Provide on-the-job training for new dispatchers / communications officers and other departmental personnel designated for training.
  10. Exercise discretion in a manner consistent with Departmental Policy and Procedures.
  11. Responsible to and accountable for compliance with Departmental and College Rules & Regulations, orders, and directives.

Additional duties shall include other appropriate activities as assigned by the appropriate Division Head and/or the President.


Required Minimum Qualifications:

  1. Have a High School diploma or equivalent.
  2. Possess a valid North Carolina driver's license.
  3. Hold current Division of Criminal Information (DCI) certification or be able to obtain certification within three months of employment.

Representative Duties:

The dispatcher / desk officer is expected to have, and develop, knowledge of:

  • Record keeping; inventory control; college ID and parking systems;
  • Department computer operations;
  • Department equipment; two-way radio operations; data processing techniques and procedures; word processing and related software;
  • Department practices, policies and procedures; and
  • Law enforcement and public safety administration, structure and process; public relations; legal terminology; English grammar and spelling; records management; judicial processes and jurisdictional limitations; workplace safety.

The dispatcher / desk officer must be able to:

  • Carry out simple instructions; interpret a variety of instructions in written, oral, picture, or schedule form;
  • Understand, interpret, and apply laws, rules, or regulations to specific situations;
  • Prepare routine correspondence; prepare accurate documentation; maintain records according to established procedures; compile and prepare reports;
  • Perform duties in a professional manner; respond to routine inquiries from public and/or officials; communicate effectively;
  • Handle sensitive or technical inquiries from and contacts with officials and general public; develop and maintain effective working relationships;
  • Operate clerical / office equipment; and
  • Operate a two-way radio to receive and transmit messages.

In addition to the standard office environment, the dispatcher / desk officer has:

  1. Exposure to firearms.;
  2. Exposure to crowds;
  3. Exposure to potentially violent or emotionally distraught persons;
  4. Exposure to life-threatening situations;
  5. Necessity for frequent sitting for extended periods of time; and
  6. Exposure to close contact with computer monitors.

Normal Work Hours:

Full-time 40 hour work week. Shift assignment; hours may vary. May include weekends.
