Policy Statement

Durham Technical Community College provides paid holidays and a Personal Observance Day to eligible employees.

In accordance with State Board of Community Colleges (SBCC) code and Executive Order 262, full-time employees who are eligible to earn annual leave pursuant to College policy receive pay for a maximum of twelve (12) holidays and one (1) personal observance day per calendar year. Full-time employees who work between thirty (30) and thirty-nine (39) hours per week and are eligible to earn annual leave pursuant to College policy receive pay for holidays on a pro-rata basis.

Twelve-month employees receive pay for twelve (12) holidays and one (1) personal observance day per calendar year. Nine-month employees receive pay for ten (10) holidays and one (1) personal observance day per calendar year because two (2) holidays fall outside of their academic year work schedule.

As an extension of the North Carolina Community College System, Durham Technical Community College (Durham Tech) aligns its holiday determination process with the NC Office of Human Resources Holiday Schedule. The College's Board of Trustees, in accordance with SBCC code, shall determine when holidays are scheduled on the Academic Calendar and may require employees to take annual leave, special leave granted by the North Carolina General Assembly, accumulated compensatory leave, or leave without pay on days other than holidays when classes are not scheduled to be in session.

Durham Tech pays holiday leave to eligible employees who are one of the following:

  • In pay status through the day on which the holiday is scheduled; or

  • On a leave of absence without pay, but were in pay status for half or more of the workdays in the month.

Holidays occurring on a weekend or non-workday will be observed on the Friday prior or on the subsequent Monday. Refer to the Academic Calendar for specific dates.

Durham Tech observes the following holidays:

  • New Year's Day (January 1)

  • Dr. Martin Luther King, Jr.'s Birthday (third Monday in January)

  • Good Friday (March or April)

  • Memorial Day (last Monday in May; 12-month employees only)

  • Independence Day (July 4; 12-month employees only)

  • Labor Day (first Monday in September)

  • Veterans Day (November 11)

  • Thanksgiving Day (fourth Thursday in November)

  • Day after Thanksgiving Day (fourth Friday in November)

  • Christmas Eve (December 24)

  • Christmas Day (December 25)

  • Day after Christmas Day (December 26)

Personal Observance Day

In accordance with Executive Order 262, eligible employees receive pay for one (1) Personal Observance Day. This leave expires if not used by the end of the calendar year. It will not be carried into the next calendar year, has no cash value, and cannot be converted into retirement credit.

Personal observance leave must be requested and reported via the employee leave system.

Eligible Employees – For the purposes of this policy, eligible employees are permanent full-time employees.

Full-Time Employees – College employees who work at least thirty (30) hours per week. Full-time employees who work thirty (30) to thirty-nine (39) hours per week earn leave on a prorated basis; all other benefits are the same for all full-time employees regardless of time worked each week.

In Pay Status – Employees who are active are considered “in pay status”.

Personal Observance Day – A leave day of personal significance. This includes, but is not limited to, a day of cultural or religious importance.
